Some of your Tag Partners have tags running the native Quuppa firmware, but I do not see those tags here – why is that?

It is possible that the Quuppa Tag Partner has developed their tag using Quuppa firmware, but Quuppa has not certified these tags. Therefore, these tags do not show up in the list of certified or approved tags.
